Sub:  Implementation of “Revised Transfer Policy”  framed by NVS in Nov, 2014 with immediate effect; a direction to be passed to NVS to this effect.

Hon’ble  Sir,

This is to bring to the kind notice of your Highness, that the proposed draft of Revised Transfer Policy made by Navodya Vidyalaya Samiti (NVS)  Head quarters  dated 13-11-2014 is hereby acknowledged, more or less, by all the staff of NVS. (It could be downloaded from the NVS Headquarter’s website :  http://www.nvshq.org/uploads/1notice/draft_transferpolicy.pdf 

The staff associations and employees of different JNVs had given suggestion for the endorsement of the below two points in that Revised Transfer Policy of 2012. They appreciated and accepted the Revised Transfer Policy Proposed draft of 13-11-2014 :

i)    Instead of ‘Preliminary Inquiry’ for Administrative Transfers, ‘ Disciplinary Proceedings’ be constituted under CCS (CCA) Rules for the accused, and on the basis of the findings only thereof, Administrative Transfers be brought into effect.
ii)     Displacement Transfers be invoked for Unifications of Spouses, and the Circulars of DOPT i.r.o Unifying couples be made into effect in NVS as well, with immediate effect.

The HRD Ministry, is hereby  requested to accord their approval and consent for the implementation of ‘Revised Transfer Policy’ consequent upon the Final draft of the same , by Navodaya Vidyalaya Samiti ( NVS) to the Transfer Orders List of year 2015 to be released in the days to come.

Its pathetic that staff’s transfers are kept in abeyance, for the amendments and the same not amended till the end of the year. NVS should be directed to put their final draft of the ‘Revised Transfer Policy’2014 , inclusive of the aforesaid  two strong staff suggestions, before your good office for the approval and execution of the Revised Transfer Policy with immediate effect.  

Ammended Transfer Policy should not be deferred by one year   at any cost, which would be detrimental to the interest of the JNV employees.

This is in pursuance of the request from JNV employees, especially the Transfer aspirants of the year 2015, spouses awaiting for unification tranfers,  those who were administratively transferred etc.
